The grades from our first-ever Affordable Healthcare Scorecard are in.
We graded all 170 members of the North Carolina General Assembly based on one thing: their work to lower consumer healthcare costs.

These are comprehensive grades.
In determining them, we looked at votes on the floor and in committee.
We weighed sponsorships and cosponsorships.
And, knowing that some of the most important work is done in the day-to-day grind of getting good bills to the floor – or stopping bad bills –we weighed each lawmaker’s daily work and effort throughout the legislative session to support or oppose efforts to lower health care costs.
The grades range from A+ to F. Those legislators who earned an A+ grade are crowned this year’s AffordableHealthcare Champions.
The Affordable Healthcare Scorecard is about making sure people know what their elected representatives are doing to lower healthcare costs.
Bills included in the scorecard are those that impact prescription drug and healthcare prices, protect consumers from excess and surprise costs, increase quality health insurance options, and expand access to more affordable care.
This session, we saw several bills that would help lower costs for consumers, and a handful that would have dramatically increased costs.
In total, 16 bills were scored during the legislative session. 10 bills were supported. Six were opposed.

- Rx Pricing Transparency (SB257) – SUPPORT, SIGNED INTO LAW
- SAVE Act (HB277, SB249) – SUPPORT
- Medical Billing Transparency Act (SB505) – SUPPORT
- Greater Transparency in Healthcare Billing (SB415) – SUPPORT
- Prescription Drug Transparency Act (SB411) – SUPPORT
- Increase Healthcare Competition (SB462) – SUPPORT, SIGNED INTO LAW
- Oral Chemo Drug Mandate (HB524) – OPPOSE
- Increased Access to Life-Saving Medication (SB575) – SUPPORT
- Pay Pharmacist More Act (HB896) – OPPOSE
- Cost Increasing Mandate (HB703) – OPPOSE
- Higher Rx Costs Act (House Version of SB257) – OPPOSE
Of the bills scored, three supported bills are now law. These include legislation expanding access to more affordable EPO insurance plans, Certificate of Need reform and prescription drug transparency.
No opposed bills became law.
